The first meeting of the Council of Heads of Scientific Organizations under the scientific and Methodological guidance of the Russian Academy of Sciences was held at the Russian Academy of Sciences. The participants discussed issues of conducting joint inspections of scientific activities of organizations, as well as aspects of the development of domestic instrument engineering and updating the instrument base of scientific institutions. The Chairman of the Council, Vice–President of the Russian Academy of Sciences, Academician Sergei Aldoshin, recalled that the Council under the Presidium of the Russian Academy of Sciences was established on the initiative of the President of the Russian Academy of Sciences, Academician Gennady Krasnikov, in September 2025. “The Council was established to coordinate the research activities of scientific organizations, improve the effectiveness of fundamental, exploratory and applied scientific research, summarize and disseminate best practices of scientific organizations in modern conditions, to discuss problematic issues in the work of scientific organizations and the assistance that the Presidium of the Russian Academy of Sciences can provide to these organizations,“ said Academician Aldoshin.

The composition of the Council and the bureau of the Council has been approved. The council is composed of current directors and scientific supervisors of scientific organizations based on proposals from RAS branches in fields and fields of science and regional branches of the Russian Academy of Sciences. The first item on the working agenda of the council meeting was to discuss the organization and conduct of joint inspections of scientific activities of institutions subordinate to the Ministry of Education and Science of the Russian Federation and under the scientific and methodological guidance of the Russian Academy of Sciences. Olesya Doronina, Director of the Control and Audit Department of the Ministry of Science and Higher Education of the Russian Federation, made a presentation. She said that the activities were carried out by a working group in order to implement the Agreement on Cooperation between the Ministry of Education and Science of the Russian Federation and the Russian Academy of Sciences, signed in July 2024. In 2025, two meetings of the working group were held, which resulted in the approval of the following documents: a standard program of inspections of scientific activities, methodological recommendations for their implementation, a standard list of requested documents, criteria for the selection of leading scientists recommended for participation in the inspection. The Audit Department was designated as the coordinator of the work, which was attended by the relevant departments of the Ministry of Education and Science of the Russian Federation, the Russian Academy of Sciences, leading scientists and the Directorate of Scientific and Technical Programs. “Thus, according to a joint decision, 2026 is recognized as a pilot year in terms of testing the developed methodology, testing the form and content of the expert opinion, which we propose to fill out for the leading scientist. The formed program for checking scientific activities has not become radically new, but it has acquired a comprehensive character,“ concluded Olesya Doronina.
