A moratorium has been introduced on the availability of publications indexed in international databases
The Russian government agreed with the proposal of the Russian Ministry of Education and Science to suspend this year the indexing of publications of Russian scientists in international databases and participation in foreign scientific conferences. This was announced today by Valery Falkov , the Minister of Science and Higher Education of the Russian , during a meeting with rectors of universities.
“It is necessary to rethink the work at this stage and provide support for Russian scientific publications, as well as reduce the share of bibliometric and scientometric indicators in assessment of scientific teams that are engaged in fundamental, applied and socio-humanitarian research,” the Minister said.
The head of the Russian Ministry of Education and Science clarified that the moratorium on indicators does not mean a ban on publications.
“We do not call for abandoning publications in the Web of Science and Scopus publications. Russia must remain on the frontier of world science. But we need to proceed from our national interests,” added Valery Falkov.
It should be reminded that earlier the Ministry of Education and Science of Russia held the first discussion on establishment of the National System for Evaluating the Efficiency of Scientific Research and Development.
